What age is too young to start having sex?

In your opinion, what age do you think is too young for your teenager to be having sex? Is it bad to try to stop her from having sex with her boyfriend or should I just let her do whatever she wants?
She's 13 years old and spends her days at her boyfriends, from 11:30am to 8:30pm.
